Either this is Reina or Faris from Final Fantasy V, set as white mage with EqBow skill, or it's Bryan's wonderful sister, Marianne! I'm going to bet on the second option, though. As always, Bryan used some interesting new coloring tricks on this image, and this even marked the first time he's used layers! I think it can definitely show.
