Cho is a very simple man. Give him a Japanese blade and he's happy for a little while. His lust for swords is great and he is always looking for the best swords to add to his collection.

After the first fight with Soujiro , Kenshin's Sakaba was left in pieces and he was now in search of Arai Shakku to see if he could have a new Sakaba made. Further searching found that Shakku had died years earlier but his son was still in the area.

Kenshin finds that Arai's son, Seikuu, has turned his skill in making swords into a skill in making kitchenware! Kenshin asks for a new sword but Seiku refuses. He didn't share his father's ideals and saw swords as mere tools of destruction and felt that a knife used to prepare food was more worthwhile to make.

As Kenshin leaves we find out about the existance or Arai Shakku's last sword, but Seikuu refuses to give it up because it had never been used for killing unlike all of his father's swords (he didn't know of Kenshin's Sakaba). Cho finds out about the sword...

Cho pays Shakku's son and family a visit and takes their baby as ransom for the sword. Upon finding out where it is he takes the baby and goes off to get it.

Kenshin meets up with him at the Temple where the sword is and begins to fight for the baby's safety - with half of his Sakaba! Cho uses some swords, but when he realizes that Kenshin is really good even without a sword he breaks out his ultimate weapon - a sword that is so light and strong that he can control every movement and direction of the blade as if it were a whip.

Kenshin is forced to get a hold of Shakku's last sword and uses it totally unwillingly (afraid of breaking his vow of no killing) to end the fight with Cho. Luckily, and to his surprise this sword turned out to be en even more powerful Sakaba (shinuchi) which allowed Cho to survive the hit from Kenshin.

After this incident while he's in prison Cho runs into Sano and their encounter is extremely entertaining.

Ironically after the Kyoto incident Cho goes to work for Saitou as a special officer in the government's police force.
