Does the modem you have installed on your computer have the correct drivers and updates, for the service provider you use?
Do you know what type of modem your computer is connecting to when it dials your Internet Provider ?
Do you know what type of modem your own computer is using?
If you purchased a computer with a rebate, that included a free Internet Service, you may want to check your modem's specifications.! Your Computer Manufacture may instruct you to change a setting or walk you through installing additional software (modem drivers), for your modem! NOT all modems brand, new or years old can communicate with each other, the FCC and other Big Businesses keep the blinders on communication standards and laws, so even if your computer came right off the assembly line this morning doesn't neccesarly mean it will connect to the ISP you use to connect to the internet with! Even if the ISP is well known franchise or a local company! Or if you do connect you might not be getting the correct data exchange rate for your modem!!
If your ISP (Internet Service Provider) only offers one number for you to dial into for your town or region, could be a flag to you that there are some computers not getting connected correctly or not getting connected AT ALL...
I am only saying not every modem has the same setting, and no one modem can support all the protocols in use today!! But they do have what is called a set of fallback commands wich allows them to connect at a slower data exchange rate.
