This is a man who steps in his own way.  I'm sure his intent is honorable, well, perhaps not, however, he certainly does not come across as very articulate or intelligent.

Misunderstanding - yep, I'd say you coined it quite well, even you don't know what you mean.

Hispanically - Uhm is that even a word?

This brings to mind an old saying, "Do as I say and not as I do." In our President's case, I seriously doubt he COULD pass a literacy test.
