          Unanimously decides as follows:



          The Committee has examined the applicant�s complaints as they

have been submitted in the application introduced on 25 September 1994

and registered on 28 May 1997 under file No. 36280/97 and has noted

that the applicant has been informed of the possible pbstacles to the

admissibility of the application. In the light of all the material in

its possession and, in so far as the matters complained of are within

its competence, the Committee finds that they do not disclose any

appearance of a violation of the rights and freedoms set out in the

Convention or its Protocols.



          It follows that the application must be rejected in accordance

with Article 27 of the Convention.



          Accordingly, the Committee



          DECLARES THE APPLICATION INADMISSIBLE.
