       The European Court of Human Rights (Third Section) sitting on 22 January 1999 as a

Committee composed of



       Mr L.Loucaides,President

       Mrs F.Tulkens,

       Mr K.Jungwiert,Judges,



with   Mrs S.Dolle,Section Registrar;



       Having regard to the report provided for in Rule 49 of the Rules of court;



       Unanimously decides as follows:





       The court has examined the applicant`s complaints as they have been submitted in the

application introduced on 2 april 1998 and registered on 23 October 1998 under file

no.44059/98 and has noted that the applicant has been informed of the possible obstacles to

the admissibility of the application.In the light of all the material in its possession,and in so

far as the matters complained of are within its competence,the court finds that they do not

disclose any appearance of a violation of the rights and freedoms set out in the Convention or

its Protocols.It follows that the application must be rejected in accordance with Article 35 of

the Convention.



    Accordingly,the court



    DECLARES THE APPLICATION INADMISSIBLE.
