Declaration on the Right and Responsibility of Individuals, Groups and
Organs of Society to Promote and Protect Universally Recognized Human
                       Rights and Fundamental Freedoms

      The General Assembly,

Reaffirming the importance of the observance of the purposes and
principles of the Charter of the United Nations for the promotion and
protection of all human rights and fundamental freedoms for all
persons in all countries of the world,

Reaffirming also the importance of the Universal Declaration of
Human Rights 2/ and the International Covenants on Human Rights 3/ as
basic elements of international efforts to promote universal respect
for and observance of human rights and fundamental freedoms and the
importance of other human rights instruments adopted within the United
Nations system, as well as those at the regional level,

Stressing that all members of the international community shall

determination and the right of every people to exercise full
