like "........our American values......"!!! Feel free to remove such expressions,
or to make additions.
We don't expect that this letter
will change the U.S. policy in Kosovo, but it will make the Government
realize that more and more Americans have stopped buying lies!

Dear President Clinton,
Regardless of what our intentions were when the U.S.-led NATO bombed Kosovo and Serbia, the result is a Kosovo that continues to be a murder-field, this time getting cleansed from Serbs only. To resolve the Serb/Albanian conflict we did not pursue a dignified peaceful solution. Instead we teamed up with the KLA, an organization that our own Government (Robert Gelbard, former special envoy for Kosovo) considered "....without any questions, a terrorist group" (Agence France Presse, Feb. 1998). In the post-war Kosovo, we asked the KLA to disarm, and gave the KLA police authority. Not surprisingly, the KLA did not disarm. They kill Serbs or force them out of Kosovo, while destroying not only their property but everything representing Serb culture (eighty churches, some of them ancient ones that survived the Ottoman rule of 500 years, have been destroyed within a few months under the protection of the peace-keeping forces). Only a small number of Serbs trying to survive in their land have remained in Mitrovica. This is what the KLA wanted: a Kosovo free of Serbs. We did the job for them. Now they want us out of their way, demonstrating against the KFOR presence!
We made a big mistake in our judgement of who is responsible for what
in Kosovo. It is time to start correcting what we have done.
1) Are we going to watch the remaining Serbs in Kosovo getting murdered
by Albanians? Is that consistent with our values? If KFOR is unable to
protect them, as it has become obvious (more than 500 Serbs have been killed
and about 700 abducted under the KFOR protection), then we should either
allow these Serbs to buy weapons to protect themselves, or allow Serb army
to protect the area. 2) The Kosovo refuges (Serbs, Albanians fearing
the KLA, Romas, Slav Moslems, Croats, Serb-speaking Jews and Turks) that
flooded Serbia (only the Serbs are 200,000) must return to THEIR land.
Since KFOR is unable to protect even the small number of minorities in
Kosovo, it only makes sense to allow some Serb army facilitate this return.
Peace in the Balkans will be effected only when two things happen: 1)
We let the KLA know that when a minority in a country becomes the majority
in a particular area, IT DOES NOT FOLLOW THAT THIS AREA CAN BRAKE OFF THE
COUNTRY AND BECOME INDEPENDENT. Albanians living in Serbia are entitled
to a certain degree of autonomy and to all the rights as citizens. This
is why we went there and fought for them. If Kosovo becomes independent
this would set a dangerous example for the Balkans and the world. Furthemore,
we, Americans, have no right to force countries to give up their land,
piece by piece. We have signed a treaty that guarantees the sovereignty
and territorial integrity of Yugoslavia (resolution 1244), and we should
do all we can to ensure that this treaty will not be violated. The KLA
should be told that the International community is determined to prevent
them from creating a Kosovo ruled by gangsters .
2) Serbia must become democratic. Our bombing did not destroy only
churches, streets and bridges. It also blocked the road to democracy. Milosevic
was already unpopular among Serbs. Because of our actions, the Serbs could
not afford to focus on getting rid of their dictator. Instead their dictator
became necessarily their leader in their struggle to survive with dignity.
Keeping Serbia and its people living under devastating conditions, because
we want to punish Milosevic, certainly will not facilitate transition to
Democracy. All sanctions on Serbia should be lifted to allow Serbs to pick
their pieces and continue their struggle for a Democratic government.
Let's show to the world that we are not an arrogant, ruthless SuperPower as many think of us. That we do adhere to International Law and treaties. That our judjement may not always be correct, but we do recognize and rectify our mistakes, as our actions are indeed motivated by our respect for human rights.

letter on US policy in Kosovo. I agree
that US policy toward Kosovo
was never very soundly based, and that terrible
violence is still taking
place there.
Unfortunately this is not
a good time to do such a letter. Basically this is
a time when there is no momentum
on the part of significant sectors of the US
population or the media,
and therefore no power center where anyone is
listening. A letter
from our group, therefore, would essentially be unable
to accomplish anything.
If we see an opportunity in

On August 14th NATO forces swooped down into the
Zvecan smelter in Kosovo
and seized the last remaining bit of Yugoslav government owned property
- the
Trepca mining complex. This action directly violates UN Security
Council
Resolution 1244 which concluded the war and reafirmed Yugoslav sovereignty
over the province. Workers were greeted with a shower of tear-gas
and rubber
bullets as they went to work on Monday. Since then Kosovska Mitrovica's
workers have been holding daily protests in front the plant, while
a dozen
members of the plants management are still refusing to leave the offices
of
the smelter. It now appears that the US-backed administrator
of Kosovo,
Bernard Kouchner (who rules by decree) has decided to hand over these
Yugoslav state properties to a Western mining consortium ITT Kosovo
consisting of:
- the Washington Group (a big US DOD and DOE contractor, created through
the
merger of Morisson Knudsen International and Raytheon Engineering and
Construction Corp.),
- Boliden Ltd. (a Canadian firm that's been involved in some major
environmental disasters and whose Swedish subsidiary Boliden-Contech
is
directly involved in the project), and
- TEC-Ingenierie (a French mining firm).
This is your chance to prevent the militaristic takeover
of a critical
lifeline for Kosovo's embattled ethnic-communities like the Serbs,
Roma,
Muslim Slavs, Montenegrins, Turks, Goranies, Egyptians, and non-KLA
supporting Albanians, who have suffered greatly since the NATO occupation
of
the province a year ago. With 300,000 already ethnically cleansed
from
Kosovo, and the remainder of the provinces minorities living in
ethnic-ghettoes ringed with barbed wire and subjected to almost daily
terrorist attacks, the NATO occupation has rendered the alliances claims
of
"humanitarian intervention" ring hollow. It is now evident that
what was
really at stake was NATO's survival, as well as Kosovo's mineral wealth
and
strategic importance. The largest concentration of minerals in
Europe not in
the hands of Western multinationals was in Kosovo! This is changed
with
NATO's commando raid on the Zvecan smelter...Please contact the following

I have read in this website that you have "ordered the building of
50 mosques in the different areas of Kosovo".
But I have also read that UAE troops who "secured" the Orthodox church
of St.Nicholas in the Vucitrn village, withdrew at the decisive moment
and permitted Albanian terrorists to destroy the church (see http://www.egroups.com/message/snc-km/41).
I am sure your Highness doesn't applaud such actions. I would be satisfied
if you condemn the terrorist destructions of Christian churches, and even
more satisfied if you contribute to the reparations of the more than 80
Christian churches which were destroyed by terrorists and NATO - while
some of them existed before the Moslems arrived in Kosovo! I believe this
would bring reconciliation among Christian and Moslem Kosovars.

I have learned from REUTERS (Aug 19) that "'The United Arab Emirates
defence minister has offered
to build 50 mosques in Kosovo at his own expense'... 'Project would
be carried out with the help of UAE troops serving in the NATO-led peacekeeping
force' ". But on the same day I have read in SNC that "KFOR
FROM UNITED ARAB EMIRATES ARE DIRECTLY RESPONSIBLE FOR DESTRUCTION OF AN
ORTHODOX CHURCH IN VUCITRN". This is a strange coincidence that hurts the
hard work and vision of the Maktoum family, as well as the vision for a
multiethnic, multireligious Kosovo, for which Europe and USA stand for.
I want to believe it is just a coincidence. It's in your hand to prove
I am right to believe so.
