Logic is something that is created by a person's experiences and that person's definition of work without emotions. Everyone has defined logic differently, but the most common way to define logic is "decisions made without emotions whatsoever".
Some people believe that "logically speaking" actually is the same as "technically speaking". Logic is actually a decision that is decided without any use of emotions whatsoever, and technically speaking actually is when a person decides something based on his/her current/past experiences/knowledge. Technically speaking actually uses emotions to decide things.
It is easy to confuse the two because most believe that the two are the same thing. Technically speaking actually is the experiences/knowledge of the person, which also means that the person's emotions will be used. So technically things are used to decide things with an emotional experience that the person has experienced.
So if someone wanted to do decisions with an open mind without their emotions involved, the person would use logic to do the decision with. If the person wanted to try to make a decision depended on his/her experiences, the person would use the technical way to do the decision.
Emotions can be destructive when making a decision. If the person has been having a "bad day" the decisions that he/she will make would have more emotion in the decision. The emotion will be more negative, however it would be emotional nonetheless. With most people that are having a "bad day", the person will get rid of logic altogether. So it would be a strictly an emotional decision, however it wouldn't be a technical decision because logic is required in part to do that too.
