Description
Julius is a man in his early thirties, his hair is brown with shades of grey here and there, and his eyes are brown. His expression is that of a man who has lived through a lot; weary and harsh, his gaze is heavy and commands respect.
He wears loose, non-obstructive clothing, usually baggy pants and loose shirts, the better to hide his daggers and thieves' tools. He despises armours, finding them uncomfortable. If he must wear one in a particularly dangerous situation, he uses leather or studded leather, which he covers with a wide black cloak (a baladrana).
He always wears a belt pouch and a sheathed bastard sword tied around his waist.

History
He was the second son born to the captain of the constabulary of Hallek (a large northern city in my campaign world, but any large city will do), and as such, he had contact with the ways of law and criminals ever since he was very young.
As he grew up, young Julius showed great interest in his father's work, and eventually began accompanying him to raids, questionings, and to survey murder scenes. When he became of age, he began the training to become a constabulary, aided by his father's position and advice.
When he completed the training, Julius was already a capable investigator and decent swordsman, having spent so many years learning from his father. He was always a fine and honest constable with a strong sense of honour and justice, all taught by his father.
As for his father, he was greatly respected by his men and by the population at large, for he was known to be an honest person who enforced the law justly, and did not admit corruption among his ranks. And yet, it was his honesty that proved to be his downfall.
One night, Julius returned home from an extenuating day at work, only to find his parents and brother savagely murdered. Their eyes had been taken out and placed in their mouths, this was the way to indicate a murder of revenge by the dominant guild in the city, the Umbra.
Julius mourned them for weeks, isolating himself in the house, coming out only to buy food. After a month or so, he went to the constabulary to demand justice, discovering that the assassin was still at large. And from all indications, not much had been done to investigate the crimes.
He waited patiently for months, hoping the new captain would catch his family's killer, but no progress was ever made.
After six months, Julius quit and took it upon himself to find the killer; he left Hallek in a hurry and went south to a far away city. In that city, Julius insinuated himself through the underworld and even joined a thieves' guild, learning all their secrets and abilities, knowing that the best way of fighting criminals was with their own weapons.
Julius honed his skills for nearly six years, and once he had learned enough, he hastily left the city and headed back to Hallek obsessed with revenge.
Upon his arrival to his hometown, Julius changed his name and never contacted any of his former friends. Instead, he presented himself as a thief on the run and infiltrated Hallek's underworld. After two years, Julius finally found a way into the Umbra, and always kept his eyes open for clues.
During those days, the constables routinely received anonymous letters informing them of the guild's movements and plans. After much observation and digging through the Umbra's secrecy, Julius finally learned the truth about his family's murder.
As it turns out, his father had refused a bribe from the Umbra's guildmaster, and so the guildmaster sent an assassin to punish him, all the while supported by a corrupt constable who wanted the position of captain of the constabulary. After Julius' father's death, the new captain interfered with the investigation and made sure the truth was never known.
Julius gathered proof and went directly to Duke Ruther, the city's political leader and once a friend of his father. With the Duke's personal guard, Julius raided the Umbra hideout and captured many of its members, including the killer he had sought for so long.
Julius held his sword to the thief's neck, pressing just enough to make blood flow freely, wishing to kill him then and there, and yet, he did not. He knew that by killing him, he would have betrayed all his father's teachings and all he stood for, and so let him live to face the law.
The next week, the killer, the treacherous captain of the constabulary and others were hung in Hallek's square. The guildmaster was not among the punished, he had escaped the raid and his whereabouts were unknown.
On basis of his investigation skills, the Duke offered him the position of captain, which Julius readily accepted.
Normally, Julius stays in Hallek, but his skills have earned him quite a bit of fame, and it is not unusual that he is asked to pursue a criminal or asked to head an investigation for a noble family or the king himself.
Roleplaying Julius
The way Julius sees things, the law is the only thing he respects, he believes that it is the basis of society and peaceful life. This belief does not necessarily makes him an ally, he may also be a rival after the same thing that the party seeks (after all, he does not like bounty hunters, seeing them as wild elements that think themselves above the law sometimes). Or, if in the wrong end of the sword, Julius could be a very resourceful enemy.
Julius is not a physical fighter, preferring to play his enemies against one another or outwitting them. If faced with a rough situation, he may hire adventuring parties to give him a hand with the fighting part.
Julius' strategy is based mostly on six concepts:
1.-Stay anonymous as long as you can, never let your enemies know you are after them
2.-Let your enemy think you're on his side. This one in particular doesn't work on Hallek anymore, but outside his city, he always accepts bribes when offered (though he relinquishes the bribe to the law of the land as soon as possible), making his enemies fall into a false sense of security.
3.-Nobody knows more about a guild as those who belong to it. He constantly uses agents or traitors as inside-men to obtain information, he may ask a PC thief to infiltrate a thieves' guild and keep him informed of their moves.
4.-Never rule out any suspect, even those who look like respectable law-abiding citizens have dark secrets.
5.-There are no real secrets, somebody always saw something or knows the truth. If they don't want to say anything, there's always a way to make them talk.
6.-A desperate men always make mistakes, especially those on the run.
