Dr. William Raines was initially employed as part of The Centre's psychogenic research wing along with his colleague Dr. Sydney Green. Mr. Raines has since thrown aside his Hippocratic Oath, divested himself of any partnership with Dr. Green, and established himself as a free-lance scientist, working on projects authorized by The Centre, while at the same time conducting unauthorized experiments in private. His areas of expertise include psychogenic, eugenics, cryogenics and brain wave manipulation therapy.

In the 1960s and 1970s, Mr. Raines was given control of several PRODIGY subjects, including Subject Timmy (now Angelo) and Subject Kyle. Through drug and brainwave manipulation therapy, Raines attempted to recreate the "Pretender" ability innate in Subject Jarod. Results were mixed at best. Subject Timmy reverted into a near-catatonic, non-verbal empath, and Kyle grew into a felonious sociopath.

In April of 1970 Mr. Raines' experiments on Subject Timmy were disrupted by Catherine Jameson-Parker, who burst in on the neuro-electric shock treatments and threatened to put a stop to the experiments by divulging their existance to her husband, Mr. Parker. The next day, Catherine Jameson-Parker was shot to death as she attempted to enter a Centre elevator by "the man in the dark suit". Mr. Raines himself has tacticly denied he was responsible for this incident.

Fire in SL-27!
Mr. Raines was severely injured in the early 1980's when a fire inundated the basement sub-level SL-27 of The Centre where Mr. Raines had set up a private SIM (Simulations) Lab and other experimental chambers. His lungs destroyed by heat and fire, Mr. Raines can only breathe now with the help of a portable oxygen tank.

In 1997 Raines was burned again when, while confronting Subject Jarod in an alley in Boston, Mr. Raines' oxygen tank was struck by a bullet. The resulting explosion engulfed Raines in flames and burned his head, neck, back and part of his torso. While confined to the Burn Unit at The Centre, Raines was still able to conduct his experiments and business ventures.

In 1998 Mr. Raines was subjected to a thorough investigation by the Triumvirate when word got out that he was continuing his experimentation of Subject Dannie. For a short while, Angelo was removed from Raines' reach, and Sweepers were dispatched to search through his office and private records. This investigation did not result in Mr. Raines removal from The Centre.

Later in that same year, Mr. Raines helped to oversee the reconstruction of SL-27 and intended to move his office and work stations back down into that sub-level... where he also intended to reinstate the PRODIGY experiments. This was done with the approval and cooperation of Mr. Parker.

In the present, Mr. Raines is most closely allied with Mr. Parker. The two of them formed a subversive unit in order to over-throw Mr. Lyle (aka Bobbie Bowman) when he temporarily assumed authority over them. This alliance may be undergoing a strain at the moment, as Mr. Parker has recently discovered that Mr. Raines lied to Mr. Parker about Mr. Parker's son. Raines had told Parker that the boy was stillborn, when, in fact, the boy was born alive... and was immediately transported to the NuGenesis facility after his birth.


APPEARANCES

Mr. Raines first appeared on "The Pretender" in the "Flyer" [linked with permission; see below] episode, Season One. He was seen as a figure in the shadows in the SIM Lab, talking to Sydney out of Subject Jarod's hearing range. Watching a DSA of the conversation Subject Jarod was able to read Mr. Raines' lips and decypher his words:"...Listen to me, doctor... The kid asks about his father again, tell him daddy loved him very much, and daddy died in a plane crash. That's not exactly a lie. Are we clear?" Later, in the same episode, Raines appeared again, the back seat of a limousine parked outside of the Tail Fin Bar. He admonished Miss Parker for not having the "Parker killer instinct" and then warned her: "Jarod is not some minor inconvenience for you to pad your Centre expenses with."

Sydney, Broots and Miss ParkerRaines later re-appeared in the First Season episode, "A Virus Among Us". Broots came out of an SL-5 Lab and warned Miss Parker and Sydney that Raines was in the lab waiting for them. Miss Parker remarked that Mr. Raines hadn't been near the labs in 10 years, and was somewhat astonished to find him waiting for her there. Once confronted with Miss Parker and Sydney, Mr. Raines made it clear that the Centre needed to have Subject Jarod returned to it immediately:"Bring Jarod back where he belongs, or I'll find someone who can. Are we clear?" Miss Parker informed Mr. Raines that her father, Mr. Parker, had instructed her to head the pursuit of Subject Jarod. To this, Raines responded with the warning: "Unlike everyone else around here, I'm not afraid of your father."

In the First Season episode "The Better Part of Valor" Mr. Raines put Subject Angelo on loan to Sydney and Miss Parker in the hopes that Subject Angelo could assist them in the pursuit of Subject Jarod. Not trusting them entirely, he also commissioned a man named Michael Patrick to use his availability and sexual prowess as a lure in order to wheedle information out of Miss Parker about Subject Jarod's possible whereabouts. Unfortunately, Mr. Patrick was attacked by Subject Jarod and later given several kicks to the groin by Miss Parker. In the "Jarod's Honor" episode of the First Season, Mr. Raines startled Broots when he called him to ask about a transmission that had supposedly come from Subject Jarod to Sydney -- regarding a Twins Convention -- that Broots was attempting to keep a secret. Broots immediately telephoned Miss Parker to warn her about Raines' interest in the transmission, and expresses the concern that perhaps Mr. Raines has buggd all the phones at The Centre. "Broots, where are you calling from?" Miss Parker asked him. Broots looked at the telephone in his hand and immediately hung up. In response to Broots' panic and sudden hang-up, Miss Parker growled, "Mutant."

In this same episode, Subject Jarod discovered that Mr. Raines was involved in the near-fatal burning of a private investigator named Sonny Herbert. Herbert had an office in Staton City, Louisianna, and specialized in finding lost children. He had once been approached by Subject Jarod's mother, who commissioned Herbert to locate her missing boy. Herbert was injured before his investigation bore fruit. According to the landlord who owned the building where Sonny Herbert's office was, shortly after Sonny "disappeared" his office was visited by a group of men who looked like "vending machines with heads". Among the group was another "spooky-looking" man with deep set eyes and an oxygen tank: William Raines.

Sydney and Jacob

And also in the same episode, Sydney discovered that Mr. Raines -- then Dr. Raines -- had threatened Sydney's twin brother, Jacob, with a gun when Jacob complained about his duties as a "special expediter" at The Centre. According to the Piltcher Twins: The Monday before the August 2, 1967 car crash that left Jacob in a coma, the Piltcher girls were in The Centre as part of an international study conference. It was the eve of their tenth birthday... and the first time they had ever seen a gun. They had come across "Dr. Jacob" arguing with Raines. When the argument escalated, Raines pulled out a gun, pushed it into Jacob's neck, and demanded that Jacob cooperate with him. "Dr. Billy scared us to death," the twins told Sydney.

In the First Season episode "Baby Love", Mr. Raines and Willie the Sweeper came across Subject Angelo shaving his head with an electric razor. Willie asked Mr. Raines asks what Subject Angelo was doing, and Mr. Raines replied, "He appears to be expressing his individualism... It's dangerous." Then Raines demanded that Angelo run a full security sweep of every system, inlet, outlet and sub-level of The Centre. After receiving a box of Cracker Jacks as an incentive, Angelo started the sweep. In this episode, Miss Parker, Sydney Green and Broots gained access to the burned out hulk of SL-27, and started pilfering old archives and clues from the labs and rooms there.

Subject KyleIn the First Season Finale, "The Dragon House", information about Subject Kyle was revealed to Subject Jarod by Harriet Tashman and Subject Kyle himself, and Miss Parker, Broots and Sydney all became aware Subject Kyle's existance. In the second season episode "Back From the Dead Again", Tech-Room technician Broots hacked into Mr. Raines' personal computer and discovered that during the last three weeks in October of 1995, Mr. Raines assisted Mr. Lyle with experimentation on Subject Jarod. The experimentation included isolating Subject Jarod in a cryo-freeze tube and stopping his heart.

In the Over the Edge episode, Mr. Raines hired a criminal behavorialist named Dr. Curtis to interrogate everyone in The Centre who was involved with Subject Jarod, and who might have been responsible for the shooting of Raines in Boston in 1997. Miss Parker reacted most vehemently to the inquiry, at one point attacking Dr. Curtis and trying to strangle him with his necktie. She then turned to a surveillance camera that was filming her actions and growled, "If I'd shot you, you son of a bitch, you'd be dead. Are...we...clear?" Dr. Curtis later disappointed Mr. Raines by telling him that he had been unable to determine who had fired the shot in Boston. [Intelligence reports, however, later revealed that Dr. Curtis met with Subject Jarod in San Francisco and turned over his findings to Subject Jarod. Further reports also indicated that it was Dr. Sydney Green who had actually fired the shot at Mr. Raines.]

In the Past SIM episode, Mr. Lyle finally over-stepped his bounds by involving The Centre with the Japanese Mafia (the yakuza). Working with Mr. Parker, Mr.Raines sought to assure that Lyle would fail in his attempt to return to The Centre moneys Subject Jarod had stolen earlier in the year, and to provide The Centre with a bonus of several million dollars. Mr. Raines commissioned Miss Parker to lure Mr. Lyle and Tony Tanaka, the son of Yakuza crime boss Sammy Tanaka, into a false sense of security, so that Raines could break into Lyle's and Tanaka's bank accounts and syphon off funds transfered from one to the other. Despite Miss Parker's initial resistance to the plan, the ploy worked well, and Lyle and Tanaka were both left blaming one another for the lost funds. Lyle eventually left The Centre, and was tracked down by yakuza thugs, who punished him for his failure by cutting off one of his thumbs. It was during this episode in which Mr. Raines told more than one person: "You have my complete and total loyalty." Unfortunately, Mr. Raines and Mr. Parker were unable to fully enjoy the funds pilfered from Lyle's and Tanaka's accounts ... since Subject Jarod broke into Raines' private bank account and took the money himself.

In the Collateral Damage episode, Mr. Raines sent Tech-Room technician Broots to Miami, Florida to check out the computer in The Centre's satellite office there. Subject Jarod had infiltrated the system, and Mr. Raines wanted to find out what, if anything, Subject Jarod had been able to discover. Broots was later unable to tell Mr. Raines what files, if any, Subject Jarod had accessed.

In the Indy Show episode, Mr. Raines discovered that Sydney was secretly keeping his comatose brother, Jacob, at the Ferren Hospital in Button Grove, Maryland. Jacob was supposed to have been executed ealier by Miss Parker when he was ensconced in the Mount Pleasant nursing home. Miss Parker had obviously faked the execution, and Mr. Raines was none too pleased that Jacob had survived that attempton his life. Sweepers were dispatched to the Ferren Hospital, but Sydney was able to escape with Jacob nonetheless. Infuriated that the Sweepers also failed in their attempt to extinguish Jacob, Mr. Raines accosted Broots, tied him into a chair, and threatened to burn him with a blow torch unless he divulged where Sydney had taken Jacob. Unable to resist such intimidation, Broots revealed that Sydney, Jacob and Miss Parker were in a cabin at Whitecloud Lake. By the time Mr. Raines and a Sweeper team arrived at Whitecloud, however, Jacob had died from a viral brain infection. When Raines attempted to get Sydney to tell him where his brother Jacob was buried, Miss Parker intervened with the warning: "I wouldn't push him. A man with a temper to match his marksmanship: dangerous combo."

Brigitte the CleanerIn the Toy Surprise episode Mr. Raines was trapped in The Centre, during a fake security "lock down", with Miss Parker, Syndey and Broots, while an assassination plot proceeded against Mr. Parker. In this episode it was also revealed that Mr.Raines didn't simply work at The Centre, he lived there.Miss Parker believed that Mr. Raines was responsible for the false security drill and the attempt on her father's life, but Raines insisted that he wasn't the mastermind of the plot. "We're all in the dark about this, Miss Parker," he told her. "I have no knowledge of this."

Miss Parker: "Are you trying to kill my father?"
Raines: "No."
Miss Parker: "Who is?"
Raines: "The same people who killed your mother."
Miss Parker: "WHO?!?!"

Mr. Raines then blacked out from lack of oxygen. The assassination attempt was seemingly orchestrated by a long-absent Mr. Lyle, and carried out by his Cleaner, Brigitte (aka Bridget).

In the Amnesia episode Brigitte/Bridget was back again, this time working in concert with Mr. Parker and Mr. Raines against Miss Parker, Sydney and Broots in an attempt to capture Subject Jarod while, at the same time, subjecting them to a T-Board examination. Bridget had made a deal with the Triumverate that if she was successful in bringing Subject Jarod back to The Centre, she would be able to take Miss Parker's place of authority in the organization, and Miss Parker would be removed. The T-Board examination reveals little, but Bridget is aided in her pursuit of Subject Jarod by a poverty-stricken opportunist named Argyle, who agrees to sell Subject Jarod back (whom he had hand-cuffed in an abandoned warehouse) to Bridget for $10 thousand. Unfortunately, Bridget's attempt to retrieve Subject Jarod from Argyle failed, and Subject Jarod was again able to escape.

In the A Stand-Up Guy episode Mr. Lyle returned to a Centre satellite office with a vengance, butchered everyone there, and stole a Blue Box computer chip that held secret genetic codes. Mr. Lyle was unable to decrypt the information on the chip, however, as he was intercepted by Miss Parker at Hillman Marine and shot by her. Mr. Raines was able to confiscate the chip from Miss Parker and Broots before they were able to decrypt it themselves, but Broots determined that the genetic codes on the chip most likely had something to do with Subject Jarod.

In the Silence episode, Mr. Raines was furious to learn that Subject Angelo had been removed from his space, and that Mr. Raines himself was under Tower review. His office and all of his personal files were broken into and searched. Mr. Raines believed that Miss Parker was responsible for this intrusion, but she refused to accept or deny any responsibility for it.

Mr. RainesDuring this episode, as well, Mr. Raines is attacked in The Centre parking lot by Subect Einnad, who had escaped from his spacein a nearby warehouse. Subject Einnad tried to mutilate Mr. Raines with a straight-razor, but his attempts were thwarted by Miss Parker who happened to walk in to the scene by accident. She drove Subject Einnad off by threatening him with a gun. Although the attack against Mr. Raines failed, Subject Einnad was able to carve into Mr. Raines' arm the number "155": the number of the room in SL-27 where Mr. Raines conducted many of his experiments. Following Raines' Sweeper, Willie, to the warehouse, Miss Parker, Broots and Sydney find Subject Einnad, remove him from the warehouse facility, and take him to a mental institution, where his care is now being overseen by Dr. Sydney Green. Unhappy about the fact that his continued experiments on Subject Einnad had been discovered and ended, Mr. Raines threatened Miss Parker with: "You remind me of someone I used to know... Someone who looked exactly like you." Miss Parker responded with: "I'm not my mother. Don't make the mistake of forgetting that." And Raines concluded: "We should all be careful of the mistakes we make... shouldn't we.".[For more information on Subject Einnad, go back to the Main Corridor, and proceed down the Yellow Corridor, #2.]

In the Stolen episode, it was revealed that Mr. Raines is one of the major share holders of stock in Clarkston Pharmecuticals. When Subject Jarod infiltrated that company to do some research on the company's Panalex drug, Mr. Raines complained, "Jarod's purpose is to harass The Centre. He's after my stock." Sydney, however, countered that assertion with: "If he were after your stock, you'd be broke."

Later in the episode, Mr. Raines sent Willie the Sweeper along with Miss Parker and Sydney in their attempt to recapture Subject Jarod in Sunnyvale, California. Willie almost suceeded in "hooding" and re-capturing Subject Jarod, but thanks to the interference of Sydney and Miss Parker, Subject Jarod was once more able to evade capture. Sydney and Miss Parker later told Mr. Parker and the Tower that Willie himself was responsible for the failed attempt. When Raines warned Miss Parker and Sydney, "This isn't over yet," Miss Parker retorted with a flippant, "You can bet your bald head on that."

Mr. Raines in the Tech RoomIn the Bank episode, Mr. Raines and Mr. Parker discovered that Subject Jarod (along with Miss Parker and Mr. Fenigor) were being held hostage by bank robbers attempting to rob the Dover Town Bank. Mr. Raines sent his Cleaner Gar and a Sweeper to scene. The Sweeper attempted to assassinate Mr. Fenigor, while Gar kept an eye on Sydney and attempted to recapture Subject Jarod. Mr. Raines went to the scene himself to help over-see the re-caputre of Subject Jarod. Because of interferance by the local police, however, Gar lost track of Sydney. And due to interferance by Broots, the Sweeper was unable to get off a clean shot at Mr. Fenigor. Subject Jarod was able to escape, once more, through a vent in the bank that lead to an undergroud sewage conduit. Mr. Parker later met with Mr. Raines in a nearby alley and asked him if they had been able to get Fenigor. Raines told him that Fenigor is wounded but still alive. Mr. Parker then asked if Fenigor had told Miss Parker anything, and Raines reassured him with, "Nothing that can't be denied."

Mr. Fenigor in Dover Town BankIn the second season finale, Bloodlines, Mr. Raines was working in concert with Dr. DeWitt (of NuGenesis) to re-establish the PRODIGY experiments in SL-27. With DeWitt's help, Raines was able to find and isolate a young boy named Davy Simpkins, who had all the genetic earmarks that classified him as a perfect candidate for a potential "pretender". Raines saw to it that Gar kidnapped Subject Davy, and took him to Angel Manor, where Subject Davy was "enhanced" with nuero-electric shock therapy that left his brain more pliable to manipulation. Attempts to "recreate" Subject Jarod with Subject Davy failed, when Subject Jarod was able to discover the whereabouts of Subject Davy and rescue him. Subject Davy was then turned over by Subject Jarod to an adoptive family, provided an alias, and provided with funding to allow Subject Davy and his new parents to start a new life under different names.

In this same episode, it was revealed that Dr. William Raines had overseen the birth of Miss Parker, and had confiscated Miss Parker fraternal twin brother immediately after his birth. Raines had told Miss Parker's mother, Catherine, that the boy was stillborn -- but he wasn't. As soon as the boy child was born, Mr. Raines removed him from the delivery room and had him shipped off to NuGenesis. Subject Jarod was able to determine that Miss Parker's twin with either Subject Timmy (Angelo) or Subject Bobby (Mr. Lyle).

Mr. Raines was in SL-27, along with Mr. Parker, Broots, Sydney, Miss Parker, some Sweepers, and Subject Jarod when a bomb planted by Sydney exploded. ...

Most Closely Associated with Mr. Raines:

Willie the Sweeper is attacked by Subject Angelo

Willie the Sweeper: Willie was first featured most prominantly in the "Baby Love" episode of Season One. He has since made other featured appearances in "Silence", "Amnesia", "Stolen", and "Bloodlines". Doggedly loyal to Mr. Raines, and somewhat humorless, Willie once attempted to extinguish Subject Dannie in a warehouse fire; tried to assist Bridget the Cleaner with her capture of Subject Jarod (which failed); and also attempted to capture Subject Jarod himself (to no avail). In May of 1998, Willie was attacked by Subject Angelo with a hypodermic needle (in the calf), as Willie attempted to transport Subjct Angelo and Subject Jarod to a jet that would take them back to The Centre. Willie's injuries were not long-lasting, and he recovered sufficiently to be on hand, with Mr.Raines when SL-27 was again gutted by an explosion (set and triggered by Dr. Sydney Green).

Gar the Cleaner

Gar the Cleaner: Gar made his first prominent appearance in the "Past SIM" episode, during which he acted as a kidnapper for Mr. Lyle in Lyle's attempt to sell a Federal Witness to the Japanese mafia. He later made notable appearances in "Bank" and "Bloodlines". Because of his snow-white hair, he is sometimes referred to as "The Snowman". An intense and loyal employee of The Centre, Gar is not above showing off his dry sense of humor when time and situations permit.
