The Interstellar Alliance began as a tenous cooperation between worlds during the Shadow war. Trust and mutual survival soon lead to reliance and interdependence. Many of the races in the League of the Non-Aligned Worlds came to see that united, they had a significantly better chance of surviving than alone. Ambassador Delenn of Minbar proposed the new alliance shortly after the fall of President Clark on Earth. Together with the ambassadors of Narn and the Centauri Republic, they managed to convince the new EA president, President Luchenko, to agree to join the new alliance. The ambassadors from Narn, Centauri Prime, and Minbar would make up a special advisory council, but that council would need a leader. Unanimously elected by the former League and the other ambassadors, former EA Captain John Sheridan was declared the first President of the Interstellar Alliance. Together with the other ambassadors, they would lead the Rangers and hold together the alliance from Babylon 5, at least until official arrangements could be made in Tuzanor on Minbar. President Sheridan would lead the Alliance through the course of many years, making mistakes, living through wars, trying to create peace. The telepath war, the Drakh war, and the biogenetic plague on Earth are only a few examples of the tragedies which awaited President Sheridan as he attempted to do something which has never been successfully accomplished, keep a collection of worlds, each with its different beliefs, goals, needs, interests, and hatreds, working together for the purpose of mutual understanding and peace. He succeeded. Together with the station's new commanding officer, Captain Elisabeth Lochley, they helped maintain the fragile beginnings of the alliance.
