If You're Having Problems:

Download Problems: For those experiencing problems with downloading. If you're using a download manager like Go!Zilla, and it gives you a prompt that the file can't be found, then send the file back to the browser. If that's not the problem, then reduce the security settings of your firewall (if it blocks web site settings), or your web browser. Any other problems might result from too many users downloading at the same time or the file hasn't yet been uploaded. In either case try again later.

Skin installation problems: To install an icq skin, you must first download ICQ Plus. Now there are two ways to install a skin. Either copy and paste the skin (while it's still in its' zip format) in the ICQ Plus skin directory (C:\Program Files\ICQPlus\Skins), or import the zipped skin by opening the "plus" icon in the main menu of icq. Click the import button in the icq plus window. This will automatically unzip the skin in it's own directory
