You've been blessed with talent, leadership, and opportunity, and have been imbued with the drive to excel, the dynamism to think rationally and creatively, and the questing spirit to explore new ways and new things in the world around you.

Needless to say, science and technology plays a vital role in achieving a more self-reliant posture for our country so that we may take part in the great adventure of progress. It is also the tool that will enable us to lift our country and our people from poverty and underdevelopment, and the force that will propel us into the future as a newly industrializing country.
