Japan, the near future: NewPort City. A renegade ghost hacker, known only as the 'Puppet Master', is threatening to destroy sensitive diplomatic talks. Section 9, a special security force, is tasked with tracking down the Puppet Master. Major Motoko Kusanagi, a top member of Section 9 and a full cyborg, leads this operation. Her partner, Bateau, is another cyborg.
In this world of high-technology, people can get thermoptic camoflage (personal cloaking devices), Fushikomas (spider tanks), and really powerful weapons (your standard issue Big-Gun). Section 9 agents are all connected electronically, each member has brain implants which connect them directly to computers. This is a two-edged sword, however, as now hackers can access your mind, or ghost. Because of cybornetic bodies, only someone's ghost makes them an individual. "Bodies are a dime a dozen."
This movie is about Major Motoko Kusanagi's exposure to the extreme end of this information highway. She comes to doubt her humanity; despite the living cells in her brain she belives it possible that she may be an AI or that she died and someone put her brain into this mechanical body. And if AIs can become sentient, what's the whole big deal about being human anymore? And what about becoming more than human...
