North can make a double for takeout. Remember, this is only after opponents have opened the bidding, partner has made a takeout double, and the other opponent has raised his partner's suit. This is called a responsive double and is not for penalty, but is merely asking partner to bid his best suit, usually with emphasis on the minors. Partnership agreement will determine how high to play responsive doubles, but most agree upon 3D. By partnership agreement, you may also play responsive doubles to include auctions where partner has overcalled a suit and opponent has raised his partner's opening bid.
