This is Meiou Setsuna. Her family name means Dark King. She appeared at the end of Sailormoon R (second year of the show) guarding the gate of time when Chibi-usa was bringing the Sailor Senshi to the future to rescue her mother, Neo-Queen Serenity. Her transformation call was "Pluto Planet Power! Make UP!" To transform into Sailorpluto. Until SuperS, then it was "Pluto Crystal Power! Make UP!"
Setsuna was one of the three carriers of a Talisman, the Garnet Orb. It is in the top of her staff, the Garnet Rod.

"Dark Dome Close" (Talisman attack, stops time, I think)
She also spins her staff around and hits people with it :) (SailormoonS Movie). Sailorpluto is freinds with Chibi-usa, or as she is known in the future, Small Lady.
Setsuna's birthday is on October 29th (Scorpio). Her blood type is A (Introverted, honest, loyal). Her favorite color is dark red and her hobby is shopping. Her favorite food is tea (o-cha) and her least favorite is eggplant. Her dream is to be a designer and her strongest skill is sewing. Her favorite subject in school was physics (Yes!) and her least favorite is music (Yes! YES!). She is has trouble with cockroaches. Her favorite gemstone is garnet. When Hotaru was reborn as a little girl, Setsuna, Michiru and Haruka all took care of her. She called Setsuna "Setsuna-Mama" How kawaii!
