The european Union consists of subs and brackets and a little-bit-sub,
two hanger-ons(Iceland,Norway both members of the EWR)
only gave up rights to EU-citicens in order to let them immigrate and work.
the little-bit-sub is not a full member(Denmark),but the three subs(Greece,Sweden,
Great Britain) are full members but didnot gave up their money,
there remain 11 brackets,i.e.these states gave up their money and these 11
states are totally ruled and controlled by the EU

B-VG EU-European Parliament: Article 23a(1) B-VG The representatives to the European Parliament which are sent by the Republic of austria are elected according to the principles of proportional election because of the equal, immediate, secret and personal election rights of men and women which have completed their eighteenth year of life before the 1.January of the election year and have the Austrian citizenship on the reference day or according to the regulations of the european Union are not excluded of the election rights or have the citizenship of another member of the Eruopean Union and are entitled to elections according to the regulations of the European Union.Detailed provisions about the election procedure will be established by Federal law EU-European Parliament: Article 23a(3) B-VG All men and women are entitled to be elected which have completed their eighteenth year of life before the 1.January of the election year and have the Austrian citizenship on the reference day or according to the regulations of the european Union are not excluded of the election rights or have the citizenship of another member of the Eruopean Union and are entitled to elections according to the regulations of the European Union. Detailed provisions about the election procedure will be established by Federal law Article 26(4) B-VG All men and women which have the austrian citizenship on the reference day and have completed their eighteenth year of life before the 1.January of the election year entitled to be elected. Paragr. 41 NRWO All men and women which have the austrian citizenship on the reference day, completed their eighteenth year of life before the 1.January of the election year and are not excluded of the election rights are entitled to be elected. In this state law there is the reasons to be set up for being excused of nonparticipation in elections despite of compulsory elections.
