The local Starfleet commander. Starfleet was unable to prove his guilt in the loss of materials, they were unable to pprove his cowardice, or the accusations of bullying. With little other option he was transferred to Risa, in the hope that like the rest of the misfits in his outfit, he would never be heard of again. He is corrupt beyond measure, with so many kickbacks that he lives like a king. He enjoys finding ways to torture the weak, and is believed to be addicted to a strong hallucagenic drug. He has a hatred of Louise, and is out after her. Despite this he appears a handsome man, and is intelligent enough to mask his abilities from Starfleet Command. He is also known to cruise the nightclubs. HE is playing both sides of the fence in the coming battles, and will encourage anyone else to make a bid fro power, so he can blackmail them as well. |
