• The GOVERNMENT rules are as follows.
• Every race will have 4 of it's second highest rank except FEDERATION because 
  all the different ADMIRALS will make up that committee. (Ex.... Borg will have 4
  COLLECTIVE MINDS, ROMULAN 4 ADMIRALS, KLINGON 4 CHANCELLORS,
  AND ALL THE FEDERATION ADMIRALS WILL MAKE UP A COMMITTEE.
• That committee will include the RACE LEADER.
• Now after the committee for a race is formed and if one of the people in the
  committee know html they can make that races page (If know one know html I will
  help you out).
• To vote out someone on the race committee you need 3/4 of the vote.
• Everyone 3rd lowest rank and lower can be promoted or demoted depending on
  how will they do in games.
• RANK CHART:   1-3 Wins Lowest Rank
                               4-6 Wins Second Lowest Rank
                               7-9 Wins Third Lowest Rank
                               10-12 Wins Fourth Lowest Rank
                               13-15 Wins Fifth Lowest Rank
                               16-18 Wins Sixth Highest Rank (only available if you join Klingon
                                race or Federation race because they have more ranks
