Rini

Rini is your average annoying younger sister, although, sometimes she acts mature for her age. Rini returns to the past/future (depends on how you interpret the story line) to retrieve the Imperium Silver Crystal to save her mother. Though the Dark Moon Family/Kingdom are after her, causing the scouts to keep close eye on her.
Serena and Rini are quite similar, because (this is a spoiler in case you don't know) Rini is Serena's daughter in the future/past.
Though, Rini proves her worth by adamantly fighting to persuade Amora and Michelle not to harm Hotaru. Her best quality would have to be her friendship to Hotaru.

Mini Moon comes from the future to train with the Sailor Scouts.
