The
Baltic Sea Region
(northwestern Russia, including Karelia, St.
Petersburg, Kaliningrad, Pskov, Novgorod, the Baltic states, the Nordic
countries, Poland and Germany)
Strategic Challenges
The Subproject will secure its objectives by
identifying and addressing a spectrum of sector and region-specific challenges
which are rooted in the Baltic Sea Region's history of political, cultural,
ethnic, religious, social and linguistic diversity.
The
Project includes two main directions of activity:

Observation of the regions' states and the entire
North European and Baltic Sea area, and

Policies and instruments for preventing violent
conflicts, including development and governance approaches (policies to
promote economic and social development, preventive economic development
aid, economic integration, society-to-society, bilateral co-operative programs;
enforcement of human rights, democratic and other standards).
