St. Petersburg
Peter the Great built St. Petersburg on the Baltic coast to be the most beautiful Capital in Europe. It was started in 1703 at the Peter and Paul Fortress. It remains one of the most beautiful cities in Europe, but at unknown cost. The palaces, museums, and churches are opulent, and the surrounding country is still Russia.
