On July 16th, 1969, Title 14, Section 1211 of the Code of Federal Regulation was enacted by the U.S. government.  This section of law prohibits U.S. citizens from having contact with extraterrestrials or their vehicles.   All I can figure is that all that stuff on the X-Files is true.  Men in Black too, I s'pose.
