Houji is Shishio's man in charge of operations. He's not a fighter at all, but a tremendous help to Shishio and his devilish schemes. Instead of helping with physical strength he helps with plotting and even takes the blame for some of Shishio's mistakes. He is one of the most loyal members of Shishio's army and would give up his life to fight for what Shishio believes in, but is not afraid to offer his opinions when Shishio is about to do something that could ruin his plans to rule Japan and crush the Meiji government.
At first he may seem untrustworthy, but after Shishio grabs his head and shows him the temperature of his body, something in what Shishio says totally changes Houji into the maniac that he remains for the rest of the Kyoto arc.
Going into the final battle between Kenshin and Shishio, Houji asures Yumi that he will not let anything happen to their leader and he sneaks in a shotgun whith which he will use to kill any of Shishio's opponents if necessary. A good while into the fight he proves his absolute trust in Shishio by throwing away the gun and placing total faith in Shishio's ability to win the fight.
After the Kyoto arc Houji eventually runs into 2 of his favorite people...
