Harm is sent to Russia to help the Russians find a better way to
implement their military justice procedures. Soon he gets involved
in investigating high level corruption in the military, namely Gen.
Krylov who's supsected in selling weapons to Chechnya - while he's
leading the Russian troops in the war. Harm assists Capt. Volkonov in
the investigation, who needs just one case to bring the system to fall.
Back home, Mac prosecutes Cmdr. Wade Carlton, accused of espionage
and treason for selling information to the Russians. He offers Mac a
deal - but ends blown up. Together with Webb they follow their only
lead, leading them right to Mark Falcon. With his (partly reluctant)
help they uncover an assassination plot targeted towards Russian prime
ministed Putin. To follow the lead Mac travels to Russia ...

Upon learning that Lt. Sergei Zhukov is actually his half-brother,
Harm decides to trust him and they both together with Volkonov continue
their quest to get Krylov - which gets them into big trouble when
Sergei is framed for Krylov'a crimes by Krylov himself and faces the
death penalty. Mac and Webb land in Russia and learn that Harm is in
Chechnya investigating Krylov. Mac without further ado decides to go
to Chechnya to inform him about their information about Krylov and the
assassination attempt on Putin. Webb learns that Harm's travel to
Chechnya as well as his get-together with his brother was at least
partially set up by Sokol. Bud defends a Navy Captain who's sued for
rescueing - against her will - a shipwrecked woman, unknown to him
that she's a participant on the TV show 'Treasure Island'.

The life of a Petty Officer and his wife - an Arab princess - is shaken
up when his wife's native country wants to bring her back and he is
charged with smuggling her into the States. While he faces the brig,
for her returning could mean the death penalty. Harm defends the Petty
Officer while Bud and Mattoni prosecute, and Mac helps the Princess
at an INS hearing as well as before an Islamic Court. For Chegwidden,
the relationship with Dr. Walden seems to come to an end when he sticks
to his claims that it was Danny's marijuna and he lied, while she
believes (in) her son. Tragedy also enter Harriet and Bud's life when
the baby comes too early.

About to be appointed Commander of the 6th Fleet, Adm. Boone is accused
by an anonymous caller having participated in a 1968 massacre of innocent
civilians during the Vietnam War. Before the hearing (about Adm. Boone's
appointment), the Secretary of the Navy wants a full investigation - and
Mac and Harm have four days. Although the matter is quite mysterious
(what else with the CIA involved) but nevertheless Harm uncovers evidence
that support the claim, while Adm. Boone isn't much of a help. After the
marijuana affair, Chegwidden's car is still held by the police. Later,
it even gets lost.

wants to sue Harriet's obstetrician. Upon hearing that his brother's

forced to tell his mother about his half-brother. Mac and Mic's
relationship is again moving, when Mic considers accepting a job
offer in Australia.

Cmdr. Pike, a former JAG attorney and friend of Harm's, temporarily
returns to JAG. There she accidentally runs into Adm. Hollenbeck, a
friend of Adm. Chegwidden and Inspector General-candidate, with whom
she worked together some years earlier. Seeing him, old wounds from an
sexual misconduct by the then-Captain resurface; she tells Harm about
it. Soon later the story hits the papers - and there are strong clues
that Lt. Singer leaked it - and the Admiral is charged. Harm prosecutes
and after Mac retires from the case, Lt. Cmdr. Mattoni and Lt. Singer
defend the Admiral. News of Mac's engagement to Mic are out; Harriet
returns to work full time. Bud counsels a female Marine Corporal whose
application for attending OCS is hindered by an superior officer who
wants (according to the rules) a visual proof of the look of a tattoo -
located at an intimate position.

After beating a man - who was beating up his son - former Marine Drill
Instructor, Staff Sargeant Craig - faces a life-long prison term under
the 'Three Strikes'-law. Into consideration for the duration of the
term also comes the death of two recruits which were attributed - and
for which he also pleaded guilty - to his not-by-the-rules over-the-top
drill style. Harm tries his best to avoid the long prison term for the
down-and-out veteran and must face a D.A. out for the maximum. While
the Admiral presides as President of a promotion board, Mac temporarily
assumes his duties as JAG. The Secretary of the Navy lobbies for a
promotion for Cmdr. Lindsey - member of his staff - something the Admiral
doesn't approve. Tiner helps the Gunny with his tickets and getting back
his towed off car.

When a man goes overboard on the USS Benjamin Harrison, the trail soon
leads to P.O. Duell who's dreaded for his tough style and is known to
handle inept shipmates with 'special care'. Matters complicating is the
ship's Captain whose illigal opening of Duell's locker may cost the
prosecution vital evidence. Then circumstantial evidence even suggest
that P.O. Duell is a serial killer. Mac is assigned to defend a bigamist
who is still supported by his wives. The Admiral buys a new car.

Captain Volkonov comes to the States in order to investigate the
destruction of a Russian submarine; he also comes to Harm to request
help. Up against a wall of 'no comment - Top Secret', Harm hardly
can do anything. Nevertheless with the Admiral's help he at least learns
the truth - a torpedo fired from the submarine made a 180-degree turn
and destroyed the ship. Invited by Voklonov, Harm (together with people
from the press) get a tour on a Russian submarine. Mac also gets a
tour when she counsels a female Ensign who wasn't permitted - no females
on submarines - to serve on one. Rep. Latham learning of this immediately
calls a hearing. And to prove her position she orders Mac on the tour.

When Pvt. Rivera applies for his Navy pension it is discovered that
he deserted in 1951 from a hospital where he was after fighting
heroically in the Chosin Reservoir battle in Korea and where he was
severly wounded. Not entirely believing that a war hero goes AWOL,
the Gunny volunteers to go to New Mexico to bring him in. However
on their way back, locals give them a hard time when they want
Rivera dead in a case of land ownership. The Admiral takes some
days off to go fishing, courtesy of the Gunny and his sister. Mic
has opened his own law firm and represents a man wrongly put behind
bars by the Navy. Bumping his head gives Harm wild fantasies about Mac.

When after a barroom brawl a local Mexican drops dead, Mikey Roberts -
Bud's younger brother - finds himself prosecuted for manslaughter. Harm
and Bud go to San Diego to defend Mikey, who faces a long prison term.
With violence running in the family - namely Big Bud, who also drops
by - it's going to be a tough trial. Mac defends Sgt. Joe Dutch for
indicent behavior. Sgt. Joe Dutch ? The Marine Corps own mascot bulldog.

Det. Carlton informs Harm about news in the Krohn case (who was sentenced
for attempted murdering his wife). In one of their wedding day presents,
Mac and Mic find a bloody knife with the trail leading to Leavenworth.
There not only Krohn serves his sentence but also Harm's arch nemesis
Clark Palmer. Although on pure instinct, Harm knows that Palmer is
involved. While Krohn is informed about the new situation, Harm also
must face a new situation when Palmer insists on having left behind his
past and has found faith in god - and he claims that he and his vision
could be of use to find the real culprit in Krohn's case and therefore
clear his buddy Krohn.

When the testing of an Osprey - a new and highly controversial Marine
Corps part-helicopter, part-airplane - has a mishap with Congresswoman
Bobbi Latham on board, she tries to shut down the project by claiming
that the pilot overwrote data that proved it was mechanical failure.
Harm and Mac are assigned to the JAG investigation and Congressional
hearing following the near-accident. Harriet stumbles over a 25-year
old case of a Master Chief, who she - after reading the file - believes
is innocent.

he'll miss the rehearsal and possibly the wedding. Mac controls her
emotions as he departs, but she can't mask her feelings when she gets
startling news from the carrier. It's about Harm, and the plane he was
piloting through a storm to make the wedding on time.
